Associate Attorney

Devin Meepos is an associate attorney at The Bloom Firm, where she represents clients in civil litigation involving sexual abuse, trafficking, harassment, discrimination, and civil rights and employment violations. She is admitted to practice in the State of California and the United States District Court for the Central District of California.

Devin’s path to litigation began early. Growing up with a mother who worked as a private investigator, she spent afternoons tagging along on assignments, helping gather facts, serve subpoenas, and seeing firsthand what it takes to uncover the truth. She learned early on that if you want answers, you do not stop. You turn over every rock until you find them. That mindset continues to define how she practices today.

That persistence showed up immediately in her first job as a litigator at Children’s Law Center, where she represented children in abuse and neglect cases. One of her earliest cases involved her client, an 11-year-old African American boy, who had been raised his entire life by his aunt, the only parent he had ever known. They were in court to finalize permanency so the system could step out of their lives.

Instead, a social worker recommended that he be removed and placed into foster care based on what amounted to poverty and bias. The report focused on old furniture, worn sheets, a busy home with extended family coming in and out, and complaints that people in the home were “too loud.” There was no abuse. There was no neglect. It was simply a family that did not look a certain way.

The judge, managing a packed calendar, indicated he intended to follow that recommendation and remove the child. But Devin refused to let that happen.

She pushed for a full trial, which was highly unusual in that setting and not welcomed by the court. Over the course of a week, she examined witnesses, challenged the social worker’s conclusions, and presented evidence showing what was actually true. This was a loving, stable home. It was not wealthy. It was not perfect. But it was safe.

She knew she was frustrating the judge by insisting on slowing things down and building a full record, but she continued anyway.

In an outcome that was virtually unheard of in that courtroom, the judge reversed his own tentative ruling, allowed the child to remain permanently with his aunt, and sanctioned the social worker. The court also called for an investigation into the baseless and biased recommendation to remove this child from his aunt.

That case became a defining moment early in Devin’s career and reflects how she practices to this day. She is known for being relentless, tenacious, and unafraid to push when something isn’t right. Clients consistently describe her as a fighter who does not give up and who stays firmly in their corner.

Devin has played a key role in several high-impact cases advocating for victims’ rights. Most recently, she helped secure an $8.4 million jury verdict on behalf of a victim of workplace sexual harassment, and has contributed to numerous seven-figure settlements for clients who have experienced abuse, exploitation, and discrimination.

Her practice also includes litigating cases involving excessive force and misconduct by law enforcement. Devin has spoken on a panel addressing police accountability, including with the activist organization Cancel the Contract, where she has discussed litigation strategies and legal remedies for victims of excessive force.

In addition to her litigation work, Devin has been invited to provide legal analysis to an international news outlet on developments related to the Epstein files and their implications for survivors, helping bring broader attention to issues of accountability and justice for victims of sexual exploitation.

Devin’s years representing vulnerable children and parents in high-stakes custody proceedings have shaped her approach. She brings both strategic advocacy and a deeply human perspective to her work. Clients consistently praise her empathetic approach and her ability to make them feel heard, understood, and supported during some of the most difficult moments of their lives.

Devin earned her Bachelor’s degree in Sociology from Boston University, graduating cum laude. She received her Juris Doctor from Southwestern Law School. While serving as a staff member on the Law Review, her article examining government regulation of private affairs was selected for publication and has since been cited by the Harvard Law Review as an authority. She has also been asked to serve as an expert witness on issues of consent and private affairs. She was later selected to the Executive Board of the Law Review, where she taught the law review writing course for staff members and decided which articles to select for publication. While in law school, she was also a finalist in the Intramural Moot Court Competition for Best Brief Writer and Oralist, completed externships focused on child welfare law, served as a Teaching Assistant for Contracts, and was an active member of the Women’s Law Association.

Following graduation, Devin served as a judicial law clerk to the Honorable Amy Pellman in Juvenile Dependency Court and later as a post-graduate fellow at the Alliance for Children’s Rights, where she successfully secured back pay for clients in administrative hearings. She then spent six years as a trial attorney representing foster children and defending parents in custody proceedings involving allegations of abuse, neglect, and domestic violence, gaining extensive courtroom experience advocating for vulnerable families.

Outside of her legal practice, Devin is a fourth-generation California resident who enjoys any activity involving the ocean or mountains.
